Well, yes, but getting ONE link on a URL that is already being crawled and indexed will get crawlers to your URLs much more effectively.
"Submitting" to search systems was, and still is, only necessary for ones that do NOT have their own means of locating URLs to be listed.
In the very early days of Google, even before it became Google, submitting the root URLs of websites helped seed their database with "starting points" for crawling of the URLs that made up a particular site.
With the size of the "Web", the size of Google's index and the speed of their crawling mechanism, there is every chance that Google will have found an entry point into your site before you even get to the "submission form" URL.
