Google requirements are contradictive.

We are told that Google does not like a long description, however filling up 3 lines on their listing makes it better for the user and for the webmaster give it more weight which I have proved a few times.

Why do programs like IBP suggest short descriptions of each page.

Because THAT is exactly what the meta description content should be!

IBP tells what is necessary to use, which google's algo changes from time to time. . .IBP is a tool that suggest it still depends on the user if they use it or not.
