I'd say all search engines are working to improve their search technology and their results. That doesn't necessarily mean it's how they're going to promote themselves.
In most people's minds Google delivers the best results. That may not even be true, but it's the perception. It would be hard for another search engine to change that perception so they instead try to attract new users by promoting something else. Most people also don't care who has the best technology. You might and I might, but we're both among the more tech savvy. The average person doesn't care at all about who's algorithm is better. What they want is to type something into a search engine and get back a set of results that are relevant to their query. They want to have a good experience using a search engine. Ask believes the extra features it offers provide a better experience for a certain group of people and so they promote those extra features.

Ask.com fell apart when they fired some of their most dedicated workers in February. I don't have any high expectations of them anymore.

In the case of Ask specifically, they actually get some of their search engine results from Google. A lot of the big search engines from the past are now basically syndication channels for Google, Yahoo, or Live. If you want to see a PDF of the relationships, click here.
