I just can't understand why my ranking on Google is so bad compared to the other SE's.
Look at the following examples (using the SERP tool)

Google: There is no information for your query.
AllTheWeb: Position of your site is 6
MSN: Position of your site is 5
HotBot: Position of your site is 5

Yahoo!: Position of your site is 1
Google: Position of your site is 40
AllTheWeb: Position of your site is 1
MSN: Position of your site is 1
HotBot: Position of your site is 1

Yahoo!: Position of your site is 1
Google: There is no information for your query.
AlTheWeb: Position of your site is 8
MSN: Position of your site is 8
HotBot: Position of your site is 8

Is it possible that somehow I am being penalised on Google?

Also, when I look at the number inbound links it shows 40+ on the others but nothing on Google.

Any ideas what could cause such a vast difference on the various Se's?

this is normal, google uses other techniques to rank your site.

google only shows inbound links with a PR of 4 and higher.

Yeah, what he said. It would also be helpfult to know the keyword query you are using too.

As for the the various SE's -- Yahoo, AllTheWeb, AltaVista, Inktomi are all pulling from the same database now and that is Yahoo proper. MSN is pulling from Inktomi, but that will be changing her (anticipatedly) in late June to early July when MSN should be showing their own results from the MSNbot index.

That is not entirely true. I have seen a PR0 page show up in a backlink check at Google, albeit a rarity. Oft times PR3 pages will show also. PR4 or higher pages is at best "a blanket statement" and you will even find that a backlink on a PR6 page will NOT show up in that check too.

What you can say is that Google is only showing a "sample" of known backlinks and will not show all of them. How they arrive at this sampling is anybody's guess, but it is not based on PR.

With that said, just because a backlink is not showing up in a Google check does not mean that Google is NOT aware of that backlink -- it just means that Google does not show it for reasons that are only known to Google. Link check queries do NOT follow the same algo rules of normal queries.

According to Google, the only page linking to my site is a PR0, it's a page from this forum as a matter of fact.

I have lots of IBL's, but for some reason, Google isn't seeing them. Some are from PR5, 6, and 7 sites.

More or less, shouldnt every site that shows up in allintext:howard-stern-online.com show up in my backward links?

No. The allintext: query at Google will show results for the text of the anchor. In the case of your sigline this would be allintext:Support+Howard+Stern. But that shows more than just your backlinks. It seems that there are quite a few of them out there! ;0)

Then let me ask this, how long does it take for backlinks to show? I've had IBL's from sites for weeks, but they aren't showing in my backward links.

You should see it very soon. The dance is underway right now from what some of the other forums are rambling on about. I have not seen anything yet ... but time will tell.

Your backlinks should come after the PR adjustments.
