I second you on this as I have seen a lot of PR 0 sites ranked on the first page in the top ten and those with high PR are seen no where for some specific keywords.It is good to have a PR3+ for a site but one should not focus only on PR itself.

Trade links with sites that have content similar to yours. May boost PR, and will def. boost your rankings in the SEs.

IMHO the best way is viral marketing. Give your visitors some reason to link your website. People will follow these links and will link to your website too. If you get really good idea you can achieve very good PR without spending time by linkbuilding.

that is true, my 1 cent

concentrate on content, build up quality backlinks - PR should be a natural consequence.

one way links are the best. But don't chase after PR. Do optimize your site, put content, give inbound links. Once you get heavy visitors PR would come automatically. Target should be SERP rank not page rank
