I think the forwarding is definately a cause for concern. When you "view source", there's nothing but a Title tag and some framing. No meta data and no textual content, which is bad.
What's really interesting is that forumer.com has 17 GG backlinks and no PR. That usually means a site has been penalized or banned for whatever reason.
The first thing you should do is:
HOST the domain, not forward it.
Submit to DMOZ or get some good inbound links, this will get you your PR you so much desire, providing your domain has not been permanently banned.
