Well...if you're talking about "promoting" then you're talking about a wider field than simply SEO, which is just a part of internet marketing.

As you're a community, though, probably looking to work on a non-commercial level, what I would actually recommend is you check out some of the tricks and tips for community building at www.forum-forum.com - check out the "admins" board on the forum, and check out for community building tips. I know quite a few have been posted there.
