As far as your term goes, I don't see your site anywhere near the top 130 and it wouldn't matter if I did. Of course that's not all that competitive a keyword...most SEOs in their right mind wouldn't target it due to its ambiguity in meaning. I could be looking for webmaster resources (as your site offers) or I could be looking to see what webmasters are doing or I could be looking for a webmaster for hire, etc. In other words, the phrase is too vague.
Not only that, what are you going to do with the traffic should you get it? Your site is next to impossible to read, has issues with font resizing, your copy needs some serious work, you don't really offer anything useful or unique, it's difficult for the user to make use of, and your coding is dinosauric.
You've got some major issues with that site.
