I am learning all techniques of SEO and i have also found that one can easily blacklist other site.

Can anybody guide me how it is done and how to prevent this?

There is nothing anyone can do to blacklist or ban a site from google that they don't own.

People get banned from google for things they do on thier site. By either using black hat tactics or by linking to bad/banned sites. So unless the person can change the source code of the site theres nothing that they can do to cause google to ban it.

it clearly says something like this, there is "almost nothing" your competetors can do to hurt your ranking.
you dont need to worry that someone else may blacklist your site.

There is things people can do (url hijacking). But youll never know what they are because noone will say.

The easiest of all technique to get a site banned by google manually is simply blog spam its multiple pages in thousand porn blogs. And then submit a report to google.
Sounds nasty but I have been a victim of it.

Why porn blogs? Does it still apply if its regular blogs?

I doubt that that would be possible.
