If setup in a correct format I'm not sure how Google know it's only a "links" page.

I think it depends on the way it is setup. We will see shortly if the new Webmaster Talk directory pages are given PR or not.

I think the problem is when you have a page with tons of links and nothing else. They might also look for pages named "links" but that is probably not the case.

I have several "partner" or "othersites" pages on other sites that have not been effected in any way (yet at least).

I'll have to look into that more and I have heard that sort of thing also, which is why I never name my links pages "links"
