Dropping the frames will probaly help your website's PR ( I know it's useless but some people are convinced otherwise ) albeit in a roundabout way.
It makes it easier for other webmasters to link to your content. The URL of your frameset, not the content page, appears in the browser bar when you have a framed webpage. Another bonus to unframed webpages is that in-site linking is easier. You can ignore the target attribute! unless it's absolutely necessary. The final advantage non framed pages have over framed pages is that search engine spiders and visitors will be able to easily find your content.
I, at one time, used frames and noticed that Google indexed my blank frame pages and even ranked them higher than my content or menu pages ( using site: Yoursite's name here ).
Chris is right and you should "Just Do It" and never look back!
