This took me less than 1 minute.

Depending on which version of Windows you are running,
go to:
c:\winnt\system32\drivers\etc\hosts
or
c:\windows\system32\drivers\etc\hosts

Note: hosts is a file in the etc folder

and insert this line:
216.239.33.100 toolbarqueries.google.com
(I used wordpad to open the file)

The host file only helps to resolve ip#

The idea behind that was that you would point your computer to a different IP when it requested that URL, so yoiu could force the toolbar to look up the value from a different server to the one it actually was supposed to use.

In the past Google used to have what was known as the 'Google Dance' where the new version of the database was placed on the www2 and www3 servers before being launched on the main www one. During this time, quering the www2 server would allow you to get a preview of what your page rank would be.
