It is Google doing what they always do at EVERY algorithm update, start with the 'volume' up to 11, wait for the crap to hit the fan, then start turning the knob down until the neighbours stop complaining.
However, as per normal, the only whingers and whiners are the usual SEO "experts" and marketers who spend their time uselessly for "their" pages for "their" keywords and then complain about Google being unfair.
Google's REAL customers are not complaining, and for good reasons, all the searches I've done in the past few days for general reseach and imformation have all been turning up with relevant information, but then I don't go around searching for "keyword" results in the most crap filled marketplaces imaginable and then whinge how poor Googles results are. What the hell do they expect?
Do they think that a search for 'Buy Viagara online' really going to turn up anything BUT junk?
