It's not safe to assume that just because a specific deceptive technique isn't included on this page, Google will not be happy.

Yeah, it does not actually say "link building", but what do you think they are talking about?
Basically, if you get a link by asking, begging, paying, etc, Google will not
approve of it.
Some people say my methods are unethical, then they pass a few hundred
dollars for their monthly link fees. You see, they have quietly agreed among
themselves that buying links is ok, ethical. They just call it advertising or
whatever. They call themselves whitehat and call me blackhat.
