So many of these issues come up due to a basic misunderstanding of the difference in meaning between three basic business terms:
Sales
Marketing
SEO
Please pardon my stupidly simple definitions:
Sales: "here is your product, give me the money"
Marketing: intended to generate sales leads (which is what the placement of articles, ads, banners, signs, etc is all about)and thus bring targeted traffic to the web site or telephone calls to the business, which should result in "sales".
SEO: a branch of marketing consisting of preparing web pages to be spidered and properly categorized by search engines and hopefully well ranked in order to bring targeted traffic to the web site resulting in potential sales leads.
This clearly places article writing and submission under marketing and not SEO. As was made clear earlier in this thread by Chrishirst - you cannot optimize a page you have no control over. The number of sites you submit to has little to do with success - it has more to do with the QUALITY of the artiicle and the quality of the site you submit the article to - that is - how many people will read the article and find their way to your site? Personally I think Press Releases are much more effective than any article writing provided you really have a quality site to send the audience to.
