Yes, but no. PR is an indicator of page popularity for Google, but it isn't an accurate one. It isn't updated more than a couple times a year and having a high page rank doesn't mean that you will actually rank high in the results pages or that you have a lot of traffic.
People selling links from pages with a high page rank are the web equivalent to people who sell property on the moon. You can buy your deed for a good amount of money and feel proud that you own a piece of the moon, but it is basically useless other than the piece of paper that you received because you don't really own that property and can't visit it even if you did. Page rank is the same thing. You're trying to buy property on Google's results pages, but all you're buying is a little green bar with numbers on it. If you really want to buy property on the moon, try Google Adwords.
