One way linking is when someone links to your site without you linking to them.
You can get these one way links by submitting to directories, article submission and blogs i'm sure there are a few i've missed but that should get you started.
This guy has SEO in his name and he doesn't even know what one way linking is! *Gasp*
Anyway - it is where you create something worthy of linking of and someone links to it because they want to. They don't really get anything back in return although if it's a blog or something, it might prove useful to them because they have links to quality sites that their visitors find useful.
Create a USEFUL site that is worthy of linking to, or if you're selling something, provide a great service that people will recommend - that is how you get quality links.
don't worry about it, just another link exchanger posting a pointless question to get PM access.

* Create a useful, interesting web site and other sites will naturally link to it.
* Submit articles to article directories
* Participate helpfully in forums which allow a text link to your site in a signature.
* Locate industry-specific directories and submit your site to them
* Create a blog and get it listed in blog directories.
