No it isn't!
If these "experts" could manage a whole brain cell between them and actually did some real research and analysis they would fairly easily work out how sitelinks come about. But they would rather guess or jump to conclusions rather that actually do some "work".
The appearance of "Sitelinks" in the SERPs for a site are search word/phrase dependant NOT site dependant, as you may see from these search phrases.

open directory
open directory project
All the above give sitelinks for me at least. However;
ODP doesn't. This is because sitelinks only appear for the top result when it is a "home" page.
So armed with this bit of information gleaned from the above experiment, we can go a little further and find a few more queries that bring up "sitelinks".
I'll not go into the hundreds of words and phrases that I checked to see how, why and what for, but there are three things that a site needs for sitelinks to appear.
In no particular order:
A well structured navigation system from the "home" page to the "important" inner sections.
Some decent quality "deep" external links into the same site sections.
Plenty of decent quality links to the site root using the same anchor text that the sitelinks appear for
Feel free to carry on testing and if anyone finds a contradictory result, let me know what it is and I'll test a bit more.
