Absolutely disagree. Of course, if this two-keywords phrase is "the trip", that nobody is looking for - you will find there PR0 sites easely. When competition is zero - you don't need PR at all.
But in all keywords where there is real money you will not find PR0 sites on any meaning positions.

Really? If they are reading this forum and knows, that every single SEO is using links to get up - so what? They will ban you if you have any inbound links?

Comon! This is true and logical, that link from quality, old and positioned thematical site is much more important then just link to get clear PR.

Besides, if they will follow your idea, they will ban all travel sites, except ones, that have links from porno?
