For PR - Content should be a major factor. Work on it first and build quality backlinks from other high PR and authority sites relevant to your niche. Look for "dofollow" blogs with high PR and participate constructively.
For SERP - Focus on linkbuilding. Make sure your onpage factors (titles, descriptions, meta, etc.) are attuned with your offpage optimization (backlinks with your keywords as anchor texts).
Link building is a very important backbone for both. I suggest you research more on PR and SERP and save $30. I doubt no good SEO provider will be interested with that offer as well
You in many inbound backlinks to increase your Pagerank, the best move is to build rich unique content that people would want to link to.

Directory submission is useless for the purpose increasing you page rank. Besides, why do you want to spend $30 doing that which you can do for free on your own. And why the heck are you using yahoo's favicon on your site?
