There's no such thing as "quality link exchange". Link exchange is just a shortcut to cover up other design/SEO issues within a site.
If you're doing it for the reason Stephen suggested, and all conventional evidence on the subject would suggest that you are, then you've probably got deeper site issues.
AdSense won't (shouldn't at least) care if you exchange links. Those are usually (not always but mostly) meant to game search engines, not advertizers.

AdSense is just the publishers program that Google owes, we are referring to the actual Google search engine

Well.......however natural linking or onw way linking is prefereed by google but we also can not ignore link exchange with relevant sites.
Link exchange may benefit and also may harm you but it depen how you are doing. If you involve in link farms or unrelevant sites to exchnage links it will sure harm your site but exchanging links with relevant sites that is useful for users always help to increase your link popularity and hepl in terms of ranking.
So, focus on link exchange with relevant sites only that are useful to your site visitors too.

You should not heavily indulge in link exchanges. link exchange with your partner websites and some established website is OK, but it should not be dragged further.Link exchange with non-related websites could have detrimental effect on your future rankings
Google allows link exchange between trusted partners, and if you move out of your business niche receiving clicks from gambling related/ adult related websites, then surely you are heading towards DEAD-END of your website.

It doesn't matter one LITTLE TINY bit whether YOU decide they are "trusted partners", "related", "not related" or whatever. They are NOT WANTED BY GOOGLE.
