Is One Way Links are good rather than Reciprocal Links to get Good Page rank for one website ?

Nope, not even close.

Both can be equally useful and both can be equally useless.

get links for traffic and conversions NOT PageRank.

One-Way Link or Reciprocal Link it doesn't matter when it comes to Pagerank, as Matt Cutts said "A link is a link is a link", the Pagerank value isn't more or less by which method that is used, they are equal.

Now, when it comes to SEO value of a inbound link 99% of the time a one-way link will provide more weight than a link exchange, there are cases where this might not be true, like from authority sites, spamming websites, etc. One-way natural quality inbound links should be your goal.

Quality one-way links to relevant sites with dofollow will help you in your PR. Organic links - wherein sites naturally link to your site are weighed more.

There was talk going around that Google was discounting reciprocal links when calculating PR (now I don't know if this was ever implemented) but this would suggest that one way links are preferable.

It is not true. But one way links are better than the other, that's for sure. But we are talking about same links in both cases, like directory links; content links; partner links and so on....

Both are useful - but one-way links (backlinks) hold more weight - and much better only if from a relevant domain to yours

Well given that the nofollow value means NO PR IS PASSED anyway, but other than that, wrong on both counts.
1/ because links to other pages do absolutely nothing for the pages PR.

2/ No just because a link wasn't asked for does NOT give it "more weight". Search engines have absolutely no idea how the link to any page came to be placed on any other page. Pages that are known to be link exchange or paid may be blocked from passing value but so could a page where the link WASN'T requested.

Nope one way links DO NOT carry more weight and ALL links could have the same intrinsic value whether they are relevant OR NOT

When I said both are useful I did not mean:
  • The links you give to other sites and the links you receive
I meant
  • One way and reciprocal links
The question is one way or recoprocal links - which is better? And the answer is both.

The answer is always one way links. But every link is a + for your ranking, that's for sure. It is better to get one and don't have to link back - SEs are more friendly to this kind of sites - more one way link than recoprocal links, as a link bait - they think is valuable for the net. But as I said both work great.
