because if the spammers knew the all sites that were/are penalised, it's another possible point of reverse engineering.

Why would they make it available?

What use could anyone make of it?

other than SE spammers who are looking for the line not to cross.

"Why not just change the PageRank meter to something like a red bar, to warn those potentially buying links from getting them from a nabbed site. That would be helpful from a consumer point of view, preventing people from wasting their money.

Google says that by doing this, it would be easy for anyone to detect which sites have not had their paid links discounted -- and since they don't want people to buy links, that would work against their efforts. For the same reason, Google is only decreasing the PageRank for a subset of the sites they actually know about."

I am sick and tired of hearing about imposed by Google punishment for selling and buying links because every reasonable person knows that approximately 2% of sites are involved in these sorts of activities and the rest of the Internet hardly knows that SE and directories must index their sites in order for them to be noticed by the public at large. I don't have problems with greedy SEOs getting some kicks in the a*s but because PR affected 98% of the rest of sites owners whose sites had nothing to do with link manipulation and whose only fault was linking to sites they like is turning my stomach inside out.

I don't have to go to far for a good example because I know for a fact that our company never sold or bought 1 single link. According to Webmaster tools we have 8,000 inbound links to our directory, which our users and visitors posted in their sites without us telling them to do so. Yes, we offer them to link to us by providing them with 2 lines of code but no one is making linking obligatory. People are doing that because they like our directory and how their sites are presented to our visitors and their links to our directory is their vote for our popularity. No one should be punished for linking to sites they like and no one has any right to tell site owners how they should use their sites.

Google made a big deal when they introduced their PR system and was very ecstatic about how People will decide with their links who is the best among us. So what are they doing today to people who went alone and voted with their links? Google penalized them for doing just that. Yah, yah, I know "casualties of the war" and sacrifices need be made in order to make the Internet a better place for all of us. But, who the hell deputized them to be a sheriff, judge and executioner? Why is it that they decide what the Internet should look like and how it should function and the way people who made (by the way) Google whatever they are today, should behave themselves?

Yes, I know, this is their SE and they are entitled to do whatever they want and if we don't like it, though luck. Google says put robot.txt if you don't want Google to crawl your site and it will solve your entire PR issues. Lets see what would happen if the bad practices they employ bring lawsuits and bad publicity and moms and pops sites learn that Google penalized them for nothing. And then, we all post robot.txt and kick Google where the sun doesn’t shine and all Google will be left with is old cache and old crappy links. I am sure Google will get the message when their stock plunges down and maybe finally understand that they are nearly the messengers and that we are the message and that without our sites they are nothing.

Nope They didn't offer anything based on link exchange. Google have been against paid links, link exchanges etc that (ab)used THEIR PR system as a marketing ploy since day ONE

If people are dumb enough to abuse somebody else's system and then wonder why the people who own and developed the system retaliate, is that the fault of the owner of the system?

No, it's not and that is why I believe that Matt and Adam Lasnick did a great job to represent G. position on links exchange issue.

I am also strongly believe that businesses should make profits regardless of Internet and Internet (particularly your company website) should be nothing more than Business Card that you would normally handover to the strangers.

I praise Google’s willingness to take on that 2% of people who (ab)use basically all of us and put us behind all that spam created by some SEO and link exchanges in Google search results and I know that the rest 98% agreed with Google’s actions as well. But this is as far as my tolerance will take me.

“No Evil” employed approach his parents and grandparents had first hand experience in old USSR where Stalin killed whole families because he believed that one apple would spoil whole barrel. It was wrong then and it is wrong now and no innocent should be victimized no matter how honorable the aim because the only thing that matter is the final outcome.

Google doesn't exactly define what a bad neighborhood is, but will punish you for linking to one. They see that as aiding and abetting pr manipulation; they probably think the most innocent 'collateral damage' they'll get is somebody getting duped into link exchanges. From their standpoint, publishing a list, let alone the 'rules' that decide which neighborhood a site belongs in, means giving those 2 % bad apples way too much information.

If you could define what makes a good candidate for a ban, it would be easy enough to write up a tool. But software to do that does a horrible job so far.

Well...I don't understand why are you looking for penalised sites.

It looks google has treated strictly against site involve in selling or purchasing links.

Here you can find some penalised sites-

http://www.washingtonpost.com (from 6 to 4)
http://www.charlotte.com (from 6 to 4)
http://www.forbes.com/ (from 7 to 5)
http://www.sfgate.com/ (from 7 to 5)
http://www.suntimes.com/ (from 7 to 5)
http://www.newscientist.com/home.ns (from 7 to 5)
http://seattletimes.nwsource.com/(from 6 to 4)

Toolbar PR dropping does not indicate a penalty

The current round of reducing toolbar PR for pages that are used for "paid for links" is simply a means by which Google is making a point.

If the page has less TBPR then it makes it less "valuable" to the numpties who buy links thinking TBPR means something.
