The logic says, it would be good practice for G. to publicize reasons why and sites expelled from index to set example for others. So what if some operator knows why sites banned from G. and learns that his site is going to be next and change his ways as result and stop abusing Google.

Isn’t that what G. wants to happened in the first place?

I've noticed the same trend, of SEO types using the scientific method and empirical study in the aggregate. I'll have to look up the address, but somebody did a "survey" and calculated the % likelihood of suffering PR drop from different techniques. It's interesting, but counter productive to society.

Maybe some would, but they would be few and far between.
The people who do this analysis on a serious basis would simply "turn down" their spam levels ever so slightly to drop below what seems to be the threshold.
