Yep, but you don't always need to wait until you become popular.
All you really need is useful or interesting content or a different take on whatever you are doing or a truly unique selling point (USP) or some other compelling feature that makes people with web sites (of whatever genre) be happy to tell their visitors.
"Hey! You should have a look at this site as well"
And to be perfectly honest IF you can't manage to do something like that then you shouldn't be pretending you are a "marketer" OR you had better hire somebody who is!

If you want some indication on how useless forum sig links are now, do a search for "Cobblers Kids" with or without quotes.
About 3 years ago candsdesign (my site) was always #1 for that search, simply because I had over two thousand sig links at another forum with that phrase. Now I have 4500+ posts with the same signature and the site is not in the first 100.
This change started in one Google update when the site slipped to page 2, can't recall which one, and each major update since had it slipping down until it is now out of sight.
So if your only method of getting a site visible is forum sig links and the like, you have a never ending road to travel, because each time you think you have enough, the next throw will land you on a snake (Google update) and down you go again.
