Ok I need some help setting it up. Step 2 says "Create the database structure from database.sql file.". How do I do this?

there should be an area in your php admin whereby it allows you to upload the .sql which will create the table(s) automatically.

Does the root directory mean the "www" forlder in cpanel?

yeh or it can mean a folder called 'public_html' depends on your host, try it out n see, if you upload your files and you can view them by just going straight to www.yourdomain.com then it's in the root directory
