This is the problem with government...when they are asked to (effectively) operate instead of legislate.

By collecting a tax on behalf of the major record labels, this is exactly what they're doing...collecting and distributing revenue on behalf of said labels.

And on behalf of groups like the RIAA? Yeah, that'll go over well.
