NEW rule change, should have a link in the user message

With the new rule change, believe it maybe a good idea to put a link in the same
area, or add to the explaination where the user gets this message.

(username) you do not have permission to access this page. This could be due to
one of several reasons:

Believe it would reduce emails to webmaster asking, why, etc. etc..

Just a thought...

The forum software does not allow us to do this without hacking, and I think it's too small a thing to create a hack for.

However, I've added a link to the forum rules on the error page in case (gasp!) a user has not read them.
