That would all depend on where the "footer links" point to.

and links are not optimising.

Yes it may bad for SEO if it comes from PORN site, If not then most of footer links are OK and relevant footer links are great

Paid links are not good for your Search Engine Optimization.
Footer link aren't bad, but aren't the best link that another website can do to yours. It is better when a link is natural.

Generally, you would want to look at whether these footer links that you are placing will help your users in any way.

For example, if your footer contains a link to your blog, contact page, about page, links to your popular pages, etc., then there shouldn't be any problem.

However, some websites are stuffing their footer with links such as Real Estate in Florida | Real Estate in New York | Real Estate in California, etc. These are unnecessary for users and clear signals to Google that you are trying to pass link juice with commercial anchor text.

I have also heard that in recent update footer links are no more for SEO. Though they are not bad but won't affect to Google's crawler.

Footer links are still good for SEO. Google dont want it to, but still thay fail to fix that.

According to my knowledge Footer links are text-based, internal links found at the bottom of a page which link to other pages within the website.
Years ago Footer links were a popular to put different links into your footer with the hopes of misleading the search engines. But now a day it is bad for the sites. It creates problems for the site.

I think Google dont dislike footer links. Google is against of irrelevant footer links. Like a site of CAR giving link to Interior designing website.
