Hello,

Im creating a directory for Driving Schools.

And Im wanting auto generate 1000's of pages with the following...

domain.com/driving-school-suburb1
domain.com/driving-school-suburb2
domain.com/driving-school-suburb3
domain.com/driving-school-suburb4
domain.com/driving-school-suburb5
domain.com/driving-school-suburb6

Would this be considered black hat/gray hat?

It is called "madlib spam"

By all means create them as "filters" so users can narrow the results on your site, but exclude those URLs from search engines.

This work is totally considered as Spam work, If two web pages are containing same content then it would be considered as black hat.

from your url seems it's black hat, but if your content is really good and full, it will still white hat and google will index your sites all.
