For example, when I look at the keyword "online casino" in Google Adwords It shows that this keyword is receiving 165,000 exact global monthly searches and there are over 14 million competing pages in Google SERP.

After seeing that information, I tried to add some words to make it "best online casino in the USA" and it shows that this key phrase is not receiving any searches. However, when I looked at the Google SERP, I saw that this key phrase has over 3 million competing pages.

My question is this:

Is there a possibility that those keywords/phrases that are not receiving searches according to keyword tools are still having searches based on the competing pages?

P.S. If you don't understand my question thoroughly just tell me and I'll do my best to fix it.

searching for

"best online casino in the USA" without quotes presumably, means you are searching for pages that have: best, online, casino and USA in their content and possibly anchor text.

Keyword tool provides you the result for that specific keyword without any page being mentioned but if you see that keyword for some page than the results will be different.
