I love the sarcasm on this site, but I think the question is somewhat legitimate. Let's say you put the same amount of effort into both on-site optimization and link building. Assuming you don't get really lucky and have some PR 8,9 sites randomly linking to you, which one of these will have more of an effect on your rankings?
Yeah, I don't think there's a really straightforward answer to the question. Clexmond is right, it's a legit question, but the answers have been legit, too. Even some of the sarcastic ones, because they reinforce the more detailed ones.
There's only so much on-page you can do. Once that's accomplished, you should move on and focus on either building a new page about something else to draw new traffic, or on "promoting" your existing page.
