You need both, neither will be successfull on its own. Working on generating backlinks, organically anyhow, is a result of proper SEO.

doing off site seo will bring some success, but with both you will see much better results.

did you mean on-page optimization or backlinks? i think the two should need to be consider in doing seo..

both, because if you optimized the site you are also creating your backlinks

I love the sarcasm on this site, but I think the question is somewhat legitimate. Let's say you put the same amount of effort into both on-site optimization and link building. Assuming you don't get really lucky and have some PR 8,9 sites randomly linking to you, which one of these will have more of an effect on your rankings?

That depends on the engine.

If the engine is Google, for example, then backlinks will get more bang, as long as the basic SEO like sitemap is done.

Yeah, I don't think there's a really straightforward answer to the question. Clexmond is right, it's a legit question, but the answers have been legit, too. Even some of the sarcastic ones, because they reinforce the more detailed ones.

There's only so much on-page you can do. Once that's accomplished, you should move on and focus on either building a new page about something else to draw new traffic, or on "promoting" your existing page.
