I'm just going to through this out. Bite if you want.
PageRank doesn't matter when you are swapping links. The whole idea of swapping links to is for keyword popularity. PageRank only comes into play when the pages are pretty much tied for rank on the search page. That means that if two pages have the same PageRank the better page is going to get the ranking.
If you are going to swap links do it with people who have related sites be less concerned about PR becuase the real PR you want is the other kind.
You might establish good report with some people in your own field of interest.
You might see sites PR0 and in 3 months or so PR5,6, or 7. When sites are new they don't have PR yet. That doesn't mean they are not great sites. That means that Google doesn't know about them yet. It takes Google about three months to find your website after you publish. Did anyone not know this?
Furthermore the site you are looking might have alot of traffic from other sources. With hundreds of social media sites and non internet related marketing (you know billboards, on the sides of busses, TV, Radio, Print) Those other media sources). You might miss out on alot of direct click throughs a really good site with targeted visitors (potential customers).
I just think it is pretty short sighted post something like No PR5 = No link swap or anything that effect.
Not accepting a link swap from a low PR site is like not dating someone unless they wear gucci. Anyway once people get the idea that PageRank is some kind of status out of their heads this will alot better for everyone.
