Search Engines really don't "care" who you link to or why, they don't care if the links are reciprocal or not.
What they "care" about are methods or techniques used in an attempt to make sites appear more "important" than they are.
Going in for the "link exchange with anything and everything" is more likely to bring your pages (and the other parties) into the firing line. And it won't matter in the slightest whether the pages you exchanged with are "relevant" or not. To the SE algos it's SPAM and will be treated as such.
This is why the answer is always, use reciprocal links by all means. BUT do not link for the presumed SE benefit because it may not be there tomorrow (or next week). Link to pages you are happy to send your visitors to, and get links from pages that could send you visitors. That way you can never be wrong.
