How important is it to have the inverted commas before and after description and at the beginning of stay and at the end of rentals ?

<META NAME=description CONTENT=StaySA web site lists BB bed and breakfast and other similar accommodation venues in the Western Cape and Eastern Cape, South Africa Western Cape guest houses, bnb, holiday homes, bed and breakfast, bb and property rentals>

will the "description" CONTENT=" Stay etc make a difference to a search engine ?

The correct syntax is with quotes, but including meta tags won't affect your position in the search engines too much.

And the description meta tag in particular, is only used in the SERPS pages after the name of your site, it's not used to get you into the SERPS or to determine where you land.
