Getting a link from a PR0 page to your PR4 page or linking from your PR4 page to a PR0 page?

Not true.... Linking to quality sites can raise your authority. Linking to trash can hurt you.

Linking to bad sites can certainly hurt you, But i don't think linking to good sites can help you. Any site can link to any site it likes, So i don't think google would use it as a factor when deciding how good that site is.

Not true. You 'don't think' so obviously you don't have any evidence to prove otherwise correct? I don't have fool proof evidence but I have tested the idea on my site and clients and I do think it raises your authority.

Let me explain why such a factor would exist. Your site appears to be a great resource. As far as a bot can tell. Good backlinks and everything. Now you have some authority already from those backlinks but Google wants to see who you link to. Do you link to any kind of garbage or do you link only to relevant sites. Google can tell by this that you know other authority sites in the genre and don't mind showing your visitors them. It is only logical to think so. Of course I don't think that linking to 5000 authority sites will raise your rankings a whole lot. I do think that it increases your authority though. Maybe I am off on this but I highly doubt it.

Although good sites will link to good sites there is nothing stopping terrible sites also linking to good sites, This is why google wouldn't use it as a factor. Linking to quality sites isn't behaviour exclusive to quality sites.

You missed the point. A terrible site linking to a good site would have no effect as it is a terrible site. Also the FACTORING wouldn't be high enough so that you could just link out and gain a ranking. It is authority I am talking about not ranking. This isn't a factor you could manipulate to rank higher. It would be for sites that are already authoritative. Buy.com has a link to their affiliate program on the bottom. They rank for 'affiliate program...' something or other on their home page just because of that link. Now that link doesn't go out but goes to prove my point. I have seen this in other situations as well.

How are you measuring "authoritivness" if you aren't seeing any change in rank?
Not only do i think what you are saying is incorrect, But i also can't see how you would measure it's effect to come to this conclusion.

Oh, I didn't think you were talking about rank, Seems you are now.
Anyway, If the page that is ranking for that term is the page containing the link then it's nothing to do with the "link", It's completely to do with the anchor text. buy.com is an authoritive site, It would rank for that term if the term is in a link or in text on the page. Google sees anchor text as text on the page, It's nothing to do with where it links to. That page would rank for that term regardless where the link went.

Matt I actually agree with Visio here. I think when you link to trusted authority sites it might be a a sign that your site is also trusted. I understand what you're saying about junk sites linking to good ones, but then the junkiness of the site probably outweighs any benefit of linking to trusted sites.

A single link might not make a difference, but it might be looked at as some kind of good link to bad link ratio.

I also think it can help give your site a certain topical authority or at least help define your site as part of a given topic. If you link a lot to seo sites then it probably means your site is about seo. Yeah the content should be enough, but I think the links might help establish it.

Of course when you link out it should go without saying that you should link out because it benefits your visitors. You link to another page because adds information that would be valuable to someone reading your page.

The anchor text of a link even an outgoing one on your page might be given a little more weight than other text, though probably not a lot and in that case it might not make much difference what's on the other side of the link.

For a non-algorithmic way linking to authority sites can help. I've noticed when I happen to link to an authority blog the trackback tends to bring in some traffic. Nothing to write home about, but I get a few visitors each month through a couple of trackbacks at TechCrunch.

Another thought is that many webmasters check their logs and if you link to them and can send a decent amount of traffic to them in a given day or week it's possible you'll gain some attention from the owner of that site and possibly a link depending on the quality of your post sending the traffic (This isn't my idea by the way. I got it from SEOmoz)

I've heard of this, too. And a "black hat" version - some web sites publish their refer logs, apparently, and getting listed on them can help page ranking. I don't know of any sites that just publish their raw logs, but this would explain porn sites and espn showing up in mine ... all with one hit.

Think outside the box. You need to ask yourself is this link going to be beneficial to my visitors? PR0 or PR9 doesn't matter.

I'm not disputing that links matter because they do. Your site should be tailored to YOUR users and not what you think the search engines want to see.

If you're going to link exchange, link from higher PR is better and it must be related to your site. But if its one way link its Ok if you have link from PR0 site.

Forrest that referrer spam happens all the time. I get quite a few every month, but it doesn't work on my stats since they don't show up in search results as far as I know at least.

Get links from relevant, quality and trusted sites...one way links is better than reciprocal links...PR0 will be ok with one-way link while with reciprocal guess it'll depend on its quality...
