Article submissions are old hat and well past its prime. Search engines discount article links because they tend to be duplicate content. Blog posts are great, when they contain original content, because they are well organized and internally linked. However, unless the content is compelling enough to attract inbound links from other domains it really isn’t that powerful beyond being original content.
The best way to get links is to create remarkable content that people will want to read and want to write about. To accomplish this you need to lay your groundwork. Visit blogs that interest you and that are written by people you admire. Read their content and write insightful comments. When you come across something you think will interest one or more of these bloggers, let them know via a short friendly email (expecting nothing in return). Make yourself a useful (not annoying) part of their network. Then, when you do write something really insightful and worthwhile (only 1 out of 10 to 20 of your own posts, maybe twice a month at most), let them know and invite them to visit the content.
