My #1 tip would be - get a domain name with your keyword in it. Its very helpful to all the top search engines.

It is not necessary to pay lots of money to SEO companies to do the work for you. If you have the time to do a little research you'll find a lot of tips that can improve your website.
The strategy has 2 big parts:
-on site optimization: clean HTML code (CSS, DIV's), alt tags, title, meta tags, keywords, anchor text for links, good content etc.
-off site optimization (it requires some budget): building IBL's, link exchange, submitting to directories, maybe some articles on specialized websites, also forums and AdWords.
And don't forget...it takes a little bit of time to see the results for every change you make.

In short:
-white hat: optimizing a website with methods that are allowed by the SEO, let's say legal methods
-black hat: optimizing a website with methods that are NOT allowed by the SEO, let's say illegal methods that might "upset" the SE and your website might be penalized for this.

Get top quality links with the keyword phrases important to your site that people search for on a regular basis. Quality here would be from prominent, well known sites that would be considered "leaders" in the field. As others have already stated, getting some of those links from .edu and .gov sites are nice as Google and others see these as less likely to be influenced by "commercial" entities.

Check out the on-site tags of sites that rank well for the phrases you are after (e.g. view source on the page that ranks well) and also perform a Yahoo search (e.g. linkdomain:yoursite.com) to see who links to them and from what pages. These can give you some nice starting points.
