I am not a fan of link exchange. I think its always better to have oneway links. Link exchange have the risk of bad neighbor which will lead penalization by SE.

Link exchanging is not the way to go. These links seldom look natural to Google.

Once you've got a good base of links, promote your content via press releases. If your content is good enough, you'll get lots of valuable and natural back links.

Look around for any web 2.0 sites in your particular field. Web 2.0 sites are built with user content so you can control the on page linking. Try Squidoo for a start.
