I had figured out PR but the O / zero had me fooled. I thought PR rank started at 1, since that is what my sites are.

no, PR starts at 0, and continues until 10. If you site has a PR0, its either new, or does not have good back links. IF you have a PR10 (which only 20 websites online currently have) than that means you are "important" and "reliable" as google. PR0=$0, PR10=Priceless.

I'm curious about code to text ratio, does anyone know how to measure it and how it will help a developing site gain ranking, for instance? I'm currently helping develop an excellent website for real estate here, the http://www.globalpropertyguide.com. I need just a little help with a few difficult SEO terms and tactics. "link baiting" is the technique of writing something (Article, Blog post etc) that is either very good, total crap or controversial, with the express intentions of getting other sites to discuss it and link to it.

yes you can Buying Links through any site which gets a high traffic and it gives you more targetted traffic.
You can also buying links on the google through "Adword".

buy links , read this note,
How do you came to know that they are selling links, if you know, Google's Interpol dept also knows.
If it is only a link then ok but if it is links from many pages, donot get to the same page with same anchor text, please donot ask why, All we can say is it not worthy.
Many links from one site can sometimes be considered only one link(need to get links from different C Class IPs)
I believe buying text links is much more cost effective then PPC especially if you are buying PPC for competitive wordsEnjoy

I would like to add some SEO Terms:

A site map (or sitemap) is a web page that lists the pages on a web site, typically organized in hierarchical fashion. This helps visitors and search engine bots find pages on the site.

Use of sitemap: for easier navigation and better visibility by search engines.

Keyword prominence - measures how close the keyword appears of the beginning of the sentence. The closer to the beginning your targeted keyword appears, the higher the prominence will be, with a higher keyword prominence being favorable....
