You can't.

You would have to investigate each one carefully and individually, even then you may not be able to tell if they are banned or not.
you would need to know the history of the site in Googles index to determine if something is untoward.

It makes no difference. Having a banned site link to you will have no negative effect on your site.

You cannot tell if a site is banned/penalised by simply looking at it

All or combinations of these symptoms may mean a site is banned BUT could also be symptoms of other issues.

having no pages indexed,
having no PR,
pages not appearing for an exact title search

Banned sites are rare, I don't understand why you are so concerned.

determining to see if a certain directory is banned by google is time consuming and is very tideous work, does it really matter if the directory is banned by google? How does that impact on your site? If it does however affect your site in a negative way, you should then do something about. The more links the better i say.

If banned, Google will remove site and sites linking to that site.
If there’s no results for
Site: site.com
Link: site.com means there is a risk.
In other hand value of such links is too low, so better not to link to them.
