Hi, i'm kinda new... infact VERY new to SEO. I barely know the basics, but my question to you is quite simply; How would I gain page rank for a brand new website?
Pagerank is mostly to do with links which are pointing to your site, you do get pagerank too though for having loads of good content on your site though.
Meta tags are a completely different kettle of fish altogether.
You have a lot of reading to do to bring you up to speed with search engine optimisation. This is a good place to start though.

Page Rank is 100% about the links pointing to your webpages. It's not at all concerned with anything you specifically do on the page except that if you create good content the chances are greater that other web pages will end up linking to yours.
Ahhh, that's what I thought... just a measurement of backlinks!
Right, what's the best way of approaching this then, how do I start getting PageRank or backlinks?
There are a lot of ways to get backlinks. If you search a little around this forum you'll find plenty of ideas. I've also written an article on Tips For Getting Backlinks which might help get you started.
I don't recommend overdoing the link exchanges. They are one way of getting links, but they should probably be kept to a small percentage of your overall backlinks. One way incoming links will be much better to get.
If you just stick around the forums here and read through the search related threads you should find out a lot very fast. Many others have already posted on the same basic subject so there's a lot of information here.

More backlinks should improve your PR, but fresh or quality content has nothing to do with PR. It may lead more people to link to you, but it's the addtional links that will give more PR not the content itself.
PPC advertising does nothing for PR. It can bring more traffic to the site if done right, but it will not make a difference at all in your PR.
1 Make some parts active, like adding an active forum, community programs.
2 Always give something valuable to visitors. Either commercial or non commercial
3 Try something new, which others have not done yet.
4 Make your site unique.
5 try to build back links but avoid linking back to those pages
6 Optimize keywords, descriptions.
7 Make your site simple.
Use other sites to promote your one.
1 Participate on discussion boards.
2 Ask web site owners if they would like a free ebook to giveaway to their visitors.
3 Submit content to other web sites.
4 Write an excellent article review of other web sites, products or services.
5 Ask others, if they would want to trade advertising.
6 Propose a cross promotion deal with other web sites.
7 Give the web site a testimonial for product or service.
8 Post your advertisement on their free classified ad sections.
9 Post your text link on free-for-all links pages.
10 Sign guest books.
But do not forget to add a link back to your site...
