it's certainly do-able but you will require some useful and quality backlinks rather than the hundreds of mediocre, mostly useless directory and even more useless mass link exchange page sites that most people are fooled into thinking that is optimising.

It takes more time to show good results, but the end result is a site that will still maintain ROI through the ravages of updates and tweaks where the "links are all you need" pundits sites drop out of sight and they have to start over again.

You will only get ranked for non-competitive keywords that get little or no traffic. Once you start getting into the more competitive keyword phrases you will need some sort of incoming links, whether it be directories, link exchanges or you buy em.

PR (the PR at Google and not the one in the toolbar) is part of the algorithm for determining where a page ranks. Due to the relative ease which people can manipulate PR though Google seems to be reducing the emphasis of straight PR in the algorithm.

A websites PR which links to you effects your ranking. A PR 2 page will count less than a PR 6 assuming that both pages content and other factors are the same.

Your PR does not however I higher PR suggests a stronger back link structure which will improve your rankings.
