Directories and article submission are certainly ways to build links. Ideally you'll have good content on your site that other sites will naturally link to as well.
You can try emailing webmasters of sites where you think a link to your site would be good. That can be slow and most probably won't respond, but some will and you may find a few good links that way.
Sometimes it's just about being creative. One really good link might do a lot more than a large number of lesser links.
You can look at the links your competitors have and see if you can get links on the same sites or you can find places to advertise your site.
One thing that can work well is to provide something people in your industry or your target market will find very useful and then give it away for free. Maybe some software or an ebook. If people do find it useful they will start recommending it and linking to your site.
