Sandbox. I've never believed in it myself:

So only a sandbox type effect really. If your site is missing from the SERPs, you've probably received a penalty. This can take ages to rectify and you might want to contact Google about it.
If you think you're in a sandbox because you submitted your site to Google and it's not showing in the SERPs yet - bear in mind that you should NEVER use the submit site feature. To get a new site indexed fast, do this:
1. Install Google's webmaster tools
2. Comment on some good ranking blogs and link to your site.
Normally that way I can get a new site indexed within 48 hours.
