If you absolutely must fret about PageRank:
The best way is to have outstanding and valuable content on your site, promote this via press releases and so forth and hopefully, if the content is good enough, you'll get some decent backlinks from blogs and other sites. These will pass PR over to your page.
If you don't have killer content, then blog commenting, forum posting, articles, press releases can all be used to get backlinks. The more you get, the higher the PR. These are low quality links though, so you'll need tons of them just to get a PR of 2, for example.
Why not focus on generating valuable traffic? Or ranking for long-tail keyphrases to capture that really targetted traffic? PR is becoming more and more irrelevent these days and doesn't guarantee either decent positions, nor traffic, let alone traffic that converts. PR is one tiny factor in the huge algorhythm Google uses to generate SERPs. Don't waste your time on it.
