I guess backlinks but I happen to have inner backlinks without doing anything except that I think those inner pages content is really interesting topic so I guess good content is the key to it

I usually look for relevant and high PR link partners then exchange links with them. That can really boost pagerank drastically!
I do agree with you high PR links can really boost your pagerank especially if its related to your site . I guess I am going to try link exchange with high PR site

I look at "quality" as a content surrounded link, not a comment or sig link, are you saying if the PR is higher, it doesn't matter?
Absolutely NOT, and "quality" is a subjective term rather than being quantifiable as a mathematical value.
One day the "more PR" pundits will understand what PR actually is and how it is calculated.
