1. Join forums, forums are a great way to achieve links to your website. In most forums you are allowed to have a signature and in your signature you can put a link to your website. But another important note to look on is making sure the forum is somewhat related to your website. You will still get credit if it's not, but if it's related to your website than you will be accomplishing two tasks at once.
You will be advertising for your website (bringing in targeted traffic) You will also be building your websites presence.
Your websites presence is very important to your survival. The more people see, or hear about your website the more credibility you will have and this increases your chances of having these visitors come back and possibly become leads.
2. Submit to search engine directories. Search engine directories are a good way to get a free link to your website. They also increase your chances at being listed higher on popular search engines like Google, and overture.
Most search engine directories allow you to submit to their website for free. This will allow you to increase your web presence by being listed on another search engine, and it will also be a free link.
Remember the more links you have the higher your PR will be
3. Using ezine ads (or newsletters). Creating an ezine will probably be the most beneficial step you can take to increasing your web presence. When you create an ezine you will be able to keep visitors coming back to your website for more by using signatures and giving special deals.
Ezine's will also allow you to increase your back links. By creating an ezine you can submit your information about your ezine to an ezine directory. This directory will than link to your website(thus giving you a free link).
4. Creating and publishing articles. Articles are an easy source of generating new traffic. You can include your signature in your article. This will bring in more traffic from article submission directories.
Your signature usually consists of 4 to 8 lines. Usually the first line would be the title of the website that you are trying to advertise. The last line would be the link to the website and the lines in between these would be a sales pitch to draw your viewers into your website.
5. Links from related websites. Gaining links from related websites can be one of the most frustrating tasks you can attempt.

One of the important factors in calculating page rank is the number of back links that you are getting. In order to do that, you have to participate in all of the techniques that generates back links in order to have higher chances of getting high PR. Just make sure to get back links on relevant and DoFollow site because Google gives more value on those kinds of back links.

Increasing a PR of your site is tough..also increasing PR from 2 to 3 is relatively easy than increasing from 5 to 6 or 6 to7...

Don't waste time on PR just build one way links and seo content/on site to get rankings ...

IMO, you can try Submit articles with your website link to article directories.This method will give a lot of backlinks and traffic.

Or, take your time, research and write useful content and you will see that other bloggers will link naturally to your post.

I am sure that there are some hard work is required to do so. To get good PR, you have to get more backlinks from related niche sources. If you can get links from PR pages that will be more helpful. For an example, if you can get a permant link from a PR7 page, that is more than enough

, But it is harder, so, getting more links from your niche will be fine.

Google Page rank is depends upon back links. Back links are Links pointing to your website from another website. The more back links you have the higher your PR will be.

When PR first launched, it was said that the higher it was the more traffic you would get from google. So people were really obsessed with building up their PR because they would rank higher (supposedly).

These days it's the opposite. It's not that raising your PR will bring you more traffic but you have to build the backlinks and the traffic so your PR will go up. So really the PR is more of a REFLECTION of your traffic and backlinks.

So as everyone has already said, if you just work on building traffic it will eventually go up.

when you get a link from quality sites your PR will improve,if you made a high traffic to your link pages,then no need for PR

Never an easy way, just old fashioned hardwork, time and patience will do the trick eventually. But traffic is more important than PR.

There is no specific published formula for this. The age of the domain, quality and originality of content, the anchor text used, keywords in the domain, PR of the sites linking to you and many other factors also play into the PR calculation.

It's not all about backlinks and there is no simple criterion re inbound link quantity.

I try to do backlinks with sites that are relevant to mine, and that has a higher PR. It gives the links of value. and quality content of course is important.
