Setting meta tags, keywords, title, meta description properly and publishing unique content are known as ONSITE SEO... Is there anything which I have missed here under ONSITE SEO?

Well there's a lot more to it if you ask me:
Good use of semantic tags where needed (h1, h2, strong, blockquote etc)
Clean and efficient code
Good use of image ALT tags
Text-based navigation
Good internal linking structure
An XML sitemap
Robots.txt file
Plus I think having the structure of your pages render in a decent order (heading area, then navigation, then content, then any extras you have such as adverts etc) can help too.

Considering that the only SEO possible is on-site....
meta description tags don't do much for SEO but, many search engines use it in the result display, so, this can help with click through.
meta keywords are ignored by most search engines.
Use a good page title, use the (same) title in an <h1> tag at the head of your page.
Finally, follow the advice by Ed (above), and you'll be set.

XML Sitemap is important so that your site's important pages will be on one place to give enough data for the spiders to crawl.
You should also consider the keyword density of your articles on page.

Placing the google analytics tracking code and creating and submitting the sitemap in search engines is also the on-page optimization.

do h1 and h2 tags still play good role in on-page ?
internal linking, sitemap, and ofcourse keyword rich optimized content is the most important factor for Onpage optimization and the other factors u have mentioned already and above members.

h1 and h2 tags still can have a good role on page. They can still be crawled by bots and will give them weight for rankings. Together with your well-optimized articles, you can have a good ranking ahead.

You also use H tags for structuring purposes. SEs tend to give headlines between such tags more relevancy. H1 tag being being the most relevant.
