quality content with moderate no of keyword density is must.meta tag does also matter.google recommends xml Site map for easy indexing.your site should have internal linking with each pages with no broken links

All I could turn up on it was this:

But Google and Yahoo both encourage you to tell them directly about the existence of your XML Sitemap anyway.

Your robots.txt file is meant more to tell the spiders what they shouldn't do rather than what they should. If you don't want particular files or directories crawled, you would indicate that in the robots.txt file. Note, however, that your competitors can also access it.
